CAPT David (Jeff) Smith was born in Lansing, MI, and was raised in the farming community of Grand Ledge, Michigan. He graduated from Michigan State University in 1995 with Bachelor of Science degrees in Biochemistry and Microbiology. In May of 1999 he was designated a naval aviator at Naval Air Station (NAS) Kingsville, TX. Smith is a 2017 graduate of the Army War College in Carlisle, PA, where he earned his master’s degree in Strategic Studies.

Smith completed fleet replacement training with VAQ 129 at NAS Whidbey Island in July 2000, and was assigned to the “Black Ravens” of VAQ 135 at NAS Whidbey Island, WA. With the Black Ravens, he completed 2 Persian Gulf deployments with Carrier Air Wing 11 onboard USS CARL VINSON and USS NIMITZ.

In December 2003, he returned to NAS Kingsville, TX, for duty as an instructor pilot. In Aug 2007, Smith left the active component and stepped directly into the reserve component as a reserve instructor with VT-21 at NAS Kingsville.  In June of 2012 Smith assumed command of the VT-21 Squadron Augmentation Unit (SAU).

In November 2014, Smith was recalled to active duty to serve as the Training Air Wing TWO (TW2) Chief Staff Officer. In December 2014, he completed his tour as the VT-21 SAU Commanding Officer and assumed command as the TW2 Reserve Component Commander (RCC), a position he held until November 2017. In December 2017, he was assigned to the 3rd Fleet Maritime Air Operations Detachment in Ft Worth, TX.

Smith is currently serving as the Commanding Officer of the Navy Reserve, Combined Joint Operations from the Sea Center of Excellence (CJOS COE) in Norfolk, VA.

Smith has been awarded the Meritorious Service Medal, Navy Commendation Medal and other personal and unit awards.
