‘Improving MSA to Address Changing Security Environment in the Maritime Domain’


A Maritime Security Regime (MSR) is a group of states and/or organizations acting together, with an agreed upon framework of rules and procedures, to ensure security within the Maritime Domain.

On behalf of Vice Admiral Lindsey, USN, Director of the Combined Joint Operations from the Sea Centre of Excellence (CJOS COE), we are delighted to inform you about the 2019 Maritime Security Regime Roundtable (MSR RT) which will take place on 30 April -1 May 2019 at the Slover Library in downtown Norfolk, Virginia.

The 2016 and the 2018 MSR RT took place in Norfolk and were very successful.  Both RT’s followed the same agenda with four panels (two/day) and two key note speakers (one/day).  This year we will follow the same agenda however each panel will be organized and presented by a separate command.  The four commands that will present a panel are:  Combined Joint Operations from the Sea COE (CJOS COE), NATO Maritime Interdiction Operational Training Centre (NMIOTC), Maritime Security Centre of Excellence (MARSEC) and Centre of Excellence for Operations in Confined and Shallow Waters (COE CSW).

The topics for each panel are as follows:

  • CJOS COE – Intelligence, Surveillance and Reconnaissance in the Maritime Domain

  • NMIOTC – Cyber Defense against Hybrid Threats in the Maritime Domain

  • MARSEC COE – The Role of Cyber Intelligence in Maritime Security

  • COE CSW – Legal Considerations, Strategic Priorities and Achieving MSA Requirements

Our event is largely a stand-alone event and it’s clearly a follow-up to previous work we have done on the subject.  Historically, work on MSA goes back to 2008 when Maritime Security Conferences began to be held.  The MSR Roundtables, as they are called now, aims at addressing the current and emerging issues within the Maritime community and bringing together Industry, Defense, Allies, Partners and Public sector in sharing and discussing information that can be helpful to the community.  A simple gesture of listening or sharing contact information over a cup of coffee can go a long way in making our Maritime community a better place.  Please consider joining us and meet your community in downtown Norfolk, Virginia.
